China just put out a draft that could change how all of us use open-weight models.
Exporting weights, checkpoints or code of the very largest models (2T+ parameters, 10^26+ FLOPs, or top 10 globally) would need government approval. API and app access stays untouched so far.
If it goes through, the biggest Chinese labs may not be able to freely release their top models anymore, and teams in the US and Europe that build on them could feel it fast.
My guess is this is a response to the US and its chip controls.
